Since the previous survey last year, trust in most public institutions has grown slightly. However, the changes in most positions are insignificant. The greatest increase in institutional trust was observed last year as a result of the general consolidation of public opinion against the background of the Russian-Ukrainian conflict. The president, the army, the state security agencies, the government and the church enjoy the greatest confidence, as they did last year. Big business, trade unions and political parties are the least trusted, but trust in these institutions is reaching its maximum values today since the beginning of measurements.
The level of trust in the main state and public institutions has changed slightly over the past year. The following institutions enjoy the greatest confidence: the president (76%, 80% in August 2022), the army (72%), state security agencies (60%), the government (56%) and religious organizations (55%). The overall structure of institutional trust remains.

The attitude towards law enforcement agencies has changed somewhat: for example, 72% of respondents trust the army (77% in 2022), 60% (61% in 2022) state security agencies, 46% (41% in 2022) the police, 43% (38% in 2022) the prosecutor’s office and 43% (36% in 2022).

METHODOLOGY
The all-Russian survey by the Levada Center was conducted September 21 – 27 2023, among a representative sample of all Russian urban and rural residents. The sample was comprised of 1633 people aged 18 or older in 137 municipalities of 50 regions of the Russian Federation. The survey was conducted as a personal interview in respondents’ homes. The distribution of responses is given as a percentage of the total number of respondents.
The statistical error of these studies for a sample of 1600 people (with a probability of 0.95) does not exceed:
3.4% for indicators around 50%
2.9% for indicators around 25%/75%
2.0% for indicators around 10%/90%
1.5% for indicators around 5%/95%
