64% of Russians feel free in one way or another, 35% do not feel this way. The share of respondents who feel free has slightly decreаsed over the past few years: from 69% in 2014. The share of those who feel unfree has been growing since 2014: from 22% to 35% in May 2021, including due to a reduction in the share of respondents who found it difficult to answer.

As the most significant rights, Russians call the right to life, freedom and personal inviolability – 60%, medical care – 59%, work, good working conditions and fair wages – 53% and social protection, a decent standard of living – 51%.
Since 2017, the TOP 5 most important rights for Russians have not changed in general: these are mainly social rights. Only in 2017, the right to a fair trial took the 3rd place.

This survey was conducted May 20 – 26 2021, among a representative sample of all Russian urban and rural residents. The sample was comprised of 1620 people aged 18 or older in 137 municipalities of 50 regions of the Russian Federation. The survey was conducted as a personal interview in respondents’ homes. The answer distribution is presented as percentages of the total number of participants along with data from previous surveys.
The statistical error of these studies for a sample of 1600 people (with a probability of 0.95) does not exceed:
3.4% for indicators around 50%
2.9% for indicators around 25%/75%
2.0% for indicators around 10%/90%
1.5% for indicators around 5%/95%
