Beslan school tragedy

The survey took place between 21-24 August 2015 and was conducted throughout all of Russia in both urban and rural settings.  The survey was carried out among 1600 people over the age of 18 in 134 localities of 46 of the countrys regions.  The answer distribution is presented as percentages of the number of participants along with data from previous surveys.  The statistical error of these studies does not exceed 3.4%.

IN 1999, RESIDENTIAL BUILDINGD IN MOSCOW AND VOLGODONSK WERE BLOWN UP.  IN 2002, GUNMEN IN MOSCOW TOOK AUDIENCE MEMBERS AT THE MUSICAL “NORTH-WEST” AS HOSTAGES, AND IN 2004, AT THE SCHOOL IN BESLAN.  DO YOU THINK THAT THE RUSSIAN SPECIAL FORCES WERE AWARE OF THE PREPARATIONS FOR THESE ACTS OF TERRORISM?  WHICH OF THE FOLLOWING EXPLANATIONS DO YOU THINK IS THE MOST LIKELY?
