During the survey, every fifth Russian (22%) gave a positive answer to the question about the desire to go abroad for permanent residence. This is the highest figure since 2013. Mostly young people would like to leave: half of the respondents (48%) aged 18-24 years. 10% of respondents are taking some steps to leave.

Most often, young people declare their desire to leave: almost half (48%) among respondents aged 18-24, a third (33%) among respondents aged 25-39. Representatives of the older generations are least likely to leave: 7% of respondents aged 55 and older.
At the same time, while the desire to move continues to grow slowly in the age groups of 25-39 years and 40-54 years, the desire to emigrate among respondents aged 18-24 years has slightly decreased: from 53% in September 2019 to 48% in May 2021.
The share of those who have never thought about moving has decreased by 9 percentage points since September 2019 and is 69%. The share of those who at least sometimes think about moving has reached a maximum since 2013 – 20%. The share of those who are considering the possibility of leaving has reached the maximum in the history of observations (8%). The total share of those who take some steps to move is about 10%.

This survey was conducted May 20 – 26 2021, among a representative sample of all Russian urban and rural residents. The sample was comprised of 1620 people aged 18 or older in 137 municipalities of 50 regions of the Russian Federation. The survey was conducted as a personal interview in respondents’ homes. The answer distribution is presented as percentages of the total number of participants along with data from previous surveys.
The statistical error of these studies for a sample of 1600 people (with a probability of 0.95) does not exceed:
3.4% for indicators around 50%
2.9% for indicators around 25%/75%
2.0% for indicators around 10%/90%
1.5% for indicators around 5%/95%
